If it is reverse sneezing, it could very well be caused by excitement. I have read many comments like Susan's above about Yorkies doing this when they are excited.
My boys do it every once in awhile and I followed advice I read here to put my finger over their noses so that they are forced to swallow. This stops the episode instantly. Blowing in their nose (you don't have to have your mouth very close) also works sometimes.
