I am so sorry something this horrifying has happened! Sending prayers for Deeogi for a fast recovery.

I don't think you need to call animal control, call the police. They will advise you if you need to call animal control. She should be responsible for all the vet bills. In CA, the dog cannot be leash free or roaming around, it's the law.

There should also be a record of the attacking dog, so I think it needs to be reported to the police. This is from http://doglaw.hugpug.com/law/califor...01-31609.html:
(c) Any dog which, when unprovoked, on two separate occasions within the prior 36-month period, has killed, seriously bitten, inflicted injury, or otherwise caused injury attacking a domestic animal off the property of the owner or keeper of the dog.
