I don't think you need to call animal control, call the police. They will advise you if you need to call animal control. She should be responsible for all the vet bills. In CA, the dog cannot be leash free or roaming around, it's the law.
There should also be a record of the attacking dog, so I think it needs to be reported to the police. This is from
