Probably because she is afraid of animal control taking him. My guess is that he will return when all is quiet.
I wish I could tell you what to do about that bill. It is so wrong on her part to refuse to pay it. ... and you do not want to bring Deeogi home before he is ready because animals that have been attacked and hurt like he was can have some major issues during their recovery that we cannot deal with at home. Can you apply for Care Credit? Does your vet accept it? At least you could do that until you can make her pay. I would take her to court if need be. That bill is her responsibility.
Makes me so mad. I cannot imagine owning a dog that would do something like that and then leaving the owner high and dry.
