At 17 weeks he shouldn't be wearing belly bands, they are not really a housebreaking aid, they are designed for marking. The problem with wearing belly bands or a diaper is the dog isn't learning anything while he wearing them. Your dog should be in a confinded area such as an x-pen that has a pee pad in it when you can't supervise him. When you can watch him with both eyes, you can put him in a room, but he never should be over 7 feet away from a pee pad. If he makes a mistake, it's the human's fault.
