Yes Europe is very lenient but Germany more than other countries.
I currently live in Germany and I was so suprised with people's attitude towards animals.
I admire the fact that there are no puppymills, pet shops do not sell animals and that animal shelters keep the cats/dogs until they find a family to adopt them. They are so advanced in that domain.
Way to go on your little boy. You should be very proud
