sounds like a flea...I'm not sure about treatment, hopefully someone else will know..occasionally I find a single flea on my dog, which I pick off and keep searching for more, never find any...does she scratch a lot? You can by a flea comb at PetSmart that has really fine and closely-placed teeth and brush down her back towards the base of the tail and see what you find
