I shred my papers because of things like this. Then I put the shredded papers in a plastic bag and put lots of really WET garbage on top of it. I figure if they are going to take the time to piece together wet, sticky confetti, then there was probably nothing I could have done to keep it from them any way.

I also don't put the cans out at night. I wait until first thing in the morning, just in case. Surprisingly, there is nothing illegal about someone rooting through your garbage.
