Nothing should not be beaten until bruised and until the animal/person defecates on themselves. This is abuse.
I know this sounds harsh, but if this is the environment you are "stuck in" then perhaps the dog should be turned over to a shelter. Yorkie Haven Rescue is a good rescue and some members are affiliated w it. I have a bad feeling that this is your mother's disciplinary style, and our words are really not going to be effective in bringing about any change.
