If your dog is going on the couch or on the rug, there are 2 probable explanations. One is a medical problem like uti. The other is he's not potty trained. Dogs from what I've read are not able to be vindictive.
If your dog is not potty trained, you need to put in some time to train it. I can understand your mom being frustrated. Peeing inside is gross. But in order to not lose your temper and make things worse by making your dog afraid of you, she needs to know how to overcome the situation. This book I think has some really good teaching that can help you train your dog. It helped us potty train our dog.
You can either offer to read it with her and train him together. Which would be ideal. Or you'll need to do it on your own. It's pretty simple actually. You'll need a crate and a potty schedule.
