I looked at Petplan, Embrace, Trupanion, and VPI before deciding. Pet's Best was ruled out because of some of their policies. I didn't like the benefits schedule with VPI. Some things about Trupanion bothered me (including needing to pay the office/call exam every time plus 10%, etc.). Just wasn't for us and I'm glad I skipped it.
I think Petplan and Embrace are both great depending on what you are looking for. I chose Petplan with a $0 copay, $50 deductible, bronze plan. It does go up as pets age, but that was stated up front and is understandable.
