No, I think that's a bit strange. Is his range of motion/movement in his rear legs okay? May want to have your vet access him.

Mine usually have to 'go' within 15 minutes after eating. Also after playtime, and waking up in the morning and after a nap. You could try taking him out every 1-2 hours, and when he does it, say a command, like 'go potty' or whatever you prefer, just be consistant. Once he learns the command, you'll be able to take him out and tell him to 'go potty' and he should go right away.
