I'm thinking from the way the OP worded her post that the vet planned on putting in a hep/saline lock for emergencies, but not giving fluids as a routine matter. Though I do agree with you that IV fluids should be running when n laparotomy is being done. His anesthesia is going to be deeper and he's at higher risk of being nauseated after it just from all the "fiddlin" with the abdominal cavity.
