The place is FULL of puppies and kitten. Do people just not spay/neuter in Greenville TX?

The one lesson that we should all learn from this story is that we need to CHIP our animals and they should ALWAYS have a collar and tags on! ALWAYS!!!!!! If one or both of these things were to have been done this little girl would not be in a shelter right now. The owner would have been given a call and someone could have come to pick her up. There just is NO EXCUSE to not keep basic contact information on a pet. Every story that I can remember always has "she didn't have ID's".
