I do see where a "Suprise Puppy" could turn out to not be a great idea. But, for the most part, a puppy as a gift can turn out into a beautiful lifetime experience. I am sure your friend knows that his girlfriend actually wants the puppy or he wouldn't be thinking about getting her one....
