The Step-In type haven't worked for us. Ellie is little and her elbows are so close to the strap that goes over her chest. She is able to slip her elbows through the strap and get loose sometimes. Just too risky even on a tight setting.
Right now we are using the standard nylon harnesses from Petco/PetSmart.
