  The unfortunate thing about the rabies vaccine and vaccines in general is that there are side effects and potential maladies as a result of repeated and over vaccination over years which do not manifest until later on in life or are hard to PROVE were in fact CAUSED by the vaccine. Many vets believe that allergies, cancers, and other conditions which dogs acquire after receiving vaccines are as a result of those vaccines.
 I say this not to debate the issue but simply to point out that whether a dog had a mild, horrible or no reaction at all to the actual vccine does not always mean that their body was not adversely affected in some way that will maifest itself later.
 
 My vet would judge ANY reaction, even just being a little tired to be a bad reaction and something that would him convince for sure that the dog's body had an adverse reaction to the vaccine. Same thing with the lumps...it is the bodie's way of trying to get rid of the poison.
