I would work on 'speak' with him, that way you can move naturally to the 'hush' command after he gets that one. Tell him to 'speak', then when he does, give him a treat. When you give the treat, he has to be quiet to eat it. Take this time to say 'hush', then treat immediately after. I can say from experience that this is a VERY useful command. Good luck!
