Toothpicks are dried cow tail. It is possible for the dog to get a large piece of the inner cartilage and swallow it. I supervise my boys closely when they have these treats (usually I hold the toothpick for them) to make sure that they are chewing small pieces and not getting the crunchy outer portion off of the cartilage.

No chew is 100% safe.
