There are several good breeders in NC. If you go to the AKC website they have a way of looking up breeders in each state and if they have litters, they will have them listed and a way of contacting them. There is at least one good one about an hour or so east of Raleigh, and a couple of good ones in the mountain areas about 3-4 hours west of Raleigh. Of course there are also many back yard and puppy mills in NC as well. Most of the good breeders will check their pups and parents for diseases and inheritable genetic diseases. Of course those tests cost them money and they have to pass that along to the cost of the pups. But they are well worth it.
First a person buying a dog should study what kind of health problems there may be inheritable in the breed. A good breeder will be able to discuss this without problems. A breeder who dosn't know, likely won't help the buyer out when the pup is found to have inherited a problem the breeder didn't bother to test for or even know about.

Go ahead and tell your friend to check out the AKC website, it is helpful and it may take a while to find what you are looking for. A healthy dog with a helpful breeder is well worth the effort !!
Good luck for the friend and girlfriend!!
