Probably not a puppy phase, especially if you show pleasure in receiving the kisses.
Max is a big time kisser and lover, and Teddy is starting to give kisses here and there.
When Max was a pup and played games with his kibble that required me to hand feed him, he would give me a kiss on the hand for each kibble.
I think Max expects every person he meets to bend over and kiss him.
