That's kind of the point. She doesn't live in an area with an HOA, she's in a mixed use neighborhood of older homes. It's one thing if you willingly agree to abide by a set code when you buy in a neighborhood. It's quite another to have the local city council telling you what's appropriate ground cover after you've already lived there.

Personally, I'm sick of HOA's. My next house will be out in the middle of no where so I don't have a pizz ant little man telling me my garbage can doesn't match the approved colors in the neighborhood while letting the common areas go to seed.
