She probably has allergies. Why don't you ask your vet if you can use Benadryl or another OTC medicine?

I would not be opposed to trying an oatmeal shampoo but I'd make my own to avoid any perfumes or dyes. Here's the one I've done. Mix 50/50 ground oats (run through coffee grinder or food processor) and warm water. Mix well and apply to the skin. Follow with a rinse of white distilled vinegar. I've used this on Daisy years ago when she used to scratch herself raw.
