It could be both??? The chewing on paws sounds like food allergy to me

Biscuit used to scratch ALL the time. Sometimes he would stay awake at night biting his paws. He scratched so much he had recurring skin infections. The vets successfully treated the skin and ear infections but they were only temporary fixes. So, what did we do? We got rid of our carpeting/rugs and switched him to Natural Balance Limited Ingredients. He doesn't go out much because it's really hot and humid where we live. If he does go out, we wipe his paws and try to limit his time on the grass. He responded very well to Natural Balance so that's what I feel most confident giving him. We had to start feeding him Hill's Science Diet recently and his itching/biting came back, although not as severe. I think corn is the culprit.
So, short summary of what worked for Biscuit: higher quality food with no corn or chicken, no carpet or rugs, and limited time outside. We also tried fish oils for some time.

I like the limited ingredient foods also... no grains -- except maybe brown rice NO CORN!! for sure.
I like you had the shots from the vet and it was short lived solution. I also think the use of salmon oil and/or acv helps.
