Your question seemed to have gotten lost in all of the posts and I'd like to answer as best as I can.
The reason that she was told to give pancake syrup it to bring the glucose levels up after the flight. Personally, I believe that Nutical is a better choice for this but *I* do not have any experience with a tiny puppy and hypoglycemia.

What I do know is that your friend had better make sure she does not leave this 1.2 lb puppy alone until is gets bigger. The tiny little ones like this need to be tended to like a baby all the time and cannot be left for more than a few hours at a time.

If your friend does not know what to watch for and know what actions to take this is very dangerous for the puppy. There are plenty of stories on YT about hypoglycemia and of puppies that have even died.
Is your friend still speaking to you?

I'd try to keep the communication open for the sake of this puppy. I am very worried...........
