Well if she is a "high power attorney" and so dead set on getting this puppy the very least she should do is either hop a plane and pick him up herself or hire a courier so he can be in cabin. It makes me sick to think of any dog stuffed into cargo but a teeny like he is should NEVER be put into cargo.
Maybe you can suggest the above to her.
