Bridget, when you get the dentals and neutering done, ask the vet to do a naso-lacrimal duct flush. There is a way to find out if the ducts are clogged or not formed. The vet can put an orange dye in the eye very carefully so as not to let any get on the face. Then wipe eye with wet cotton ball. Turn off lights in roon and use a special blue light shining up the nose. If there is a flow from the dye in the NOSE the ducts are open and it could be something else like allergies or hair in the eyes that need to be trimmed back. If it does not filter from the eye into those ducts, they are not open and the vet can try the flush to see if the problem disappears. Your sister is right. It does happen in a large number of toy breeds-Maltese, Poodles and white dogs really show it by the discoloration on their faces..
