It is not a state issue since they are imports. You would need to look at filing a federal complaint. If the dogs are being given to people with Parvo the dogs are not going through quaratine. You might try to find how the dogs are getting into this country. Some how these dogs are getting into the country, and are slipping through the screening process. You might be able to stretch it into a homeland security issue. |
