Wow yes take him to the vet!! It could be some form of allergy or something else. I'd take him to the vet to have them do a skin scraping to see if there is anything topical that needs addressed. My dog used to continuously lick his paws until I switched to a high quality grain free food. Though his paw never looked that bad. Good luck!
