I agree.
Unless there is a sign saying dogs "are" allowed or you ask first, then it's expected that they aren't allowed.
As for service dogs vs. regular dogs, there are way fewer service dogs in the world than regular pets. Stores could be overrun with animals if they let them all in. And what about the cat owners who think they should be allowed? The biting animals (service animals are highly trained and less likely to be aggressive)? Many dirty and stinky dogs in the store daily?
Service/support/whathaveyou animals should be allowed if a doctor/psychiatrist feels it is necessary.
