The fees seem to be inline with what we have here. I don't think you got ripped off, and it sounds like your vet is thorough. An annual wellness exam is a good idea before doing any procedure, in my opinion, so if you hadn't had it done for over a year, it was probably a good idea. I have paid over 400.oo for cleaning, pre-op, wellness, without any extractions, etc. I had an older girl that had a complete dental, root canal, and one extraction that cost over 600.00, (i had some extra monitoring done on her during the procedure by choice because of her age) and this was over 5 years ago, so i am sure it would be more now.
