If they don't descend by the time neutering rolls along, Vets can go in and remove them. It would be more like a spay type of surgery and cost a little bit more. You can wait until 7 -8 months of age and get the retained baby teeth out at the same time.
Cancer can result if retained testicles are never removed as the dog gets older. Removal by a year of age shouldn't be a problem.
