Angry My Neighbor's Yorkie Is Going to Run Away

My blood is boiling and I am not an angry person. Here's the situation:

Some folks rented the house across the street from me several months ago. Shortly after I saw the cutest Yorkie puppy playing in their front yard with their kids while Mom was watering the flowers. There are no fences surrounding any properties here and there are very large areas of grass. I figured it was fine as the dog was clearly a puppy and was noticeably following them wherever they went.

Fast forward to a few months later. The Yorkie is now a bit bigger. I can only guess the age to be around 6 months. He looks about 5-6 pounds. A few weeks ago I was leaving the house and noticed him standing at my front door! I went to pick him up and he rolled over on his back for belly rubs (he's a sweetie). Mom came running over and said "oh thank god! I've been chasing him for 20 minutes!".

Today is now the 3rd time that I've seen this puppy roaming around the area. I was just alerted by Max that there was something in my front yard. I ran outside to get him but he was already gone. I searched the area but can only hope that he ran back to his unfenced backyard. The dog is not wearing a collar. There is nobody from his family outside (unless in the backyard).

I'm not sure if this is a rant thread or advice thread. I'm a bit upset. I cannot watch this dog runaway or get hurt knowing I should have done something.
