I don't have stairs - but I have a piece of furniture at the foot of my bed. My dog can hop down to that and then down to the floor. He gets back up the same way.
My dog also jumped off the bed all the time -- plus he jumps off the back of the sofa (which would like jumping off a 4th floor bldg for you and me) --- and he usually gets this done before I can even get near him.
When my Yorkies chooses to jump - he has good control and lands very well. I'm more afraid that he might hurt himself if he slips or falls and doesn't land well.
My Yorkie isn't real small. He's 5 pounds and growing. And there is almost nothing that he can't climb onto --one way or another.
I think stairs for the bed is a wonderful idea. It will also help keep you from having to lift him back up on the bed all the time.
