Run a basting stitch across the top, squish it like a curtain on a curtain rod to distribute the fullness till you get it to match the size of the remaining skirt, and sew it on at the waist on top of the remaing skirt. Add bows or sparkly things to your heart's content! Voila! Finish off any cut sides with a small hem to prevent unraveling. I did one by hand in a couple of hours.
