Hint: cut the skirt on each side seam, and cut across the back waist to remove it. (The logo is on the front for kids, but put it on backwards for a dog. You want to leave the skirt on on the side that has the logo on the bodice.) Cut a bit off the top to make the hems offset : will look like a ruffle. Run a basting stitch across the top, squish it like a curtain on a curtain rod to distribute the fullness till you get it to match the size of the remaining skirt, and sew it on at the waist on top of the remaing skirt. Add bows or sparkly things to your heart's content! Voila! Finish off any cut sides with a small hem to prevent unraveling. I did one by hand in a couple of hours.
