What you could do is recruit some friends or neighbors to he'll you train. While walking with her, approach the other dog or person. As soon as you see her attempt to run towards the dog of person, or try to bark, immediately turn around and walk in the other direction. When you have her focused back on you and she is calm, turn around and try again. With repetition, she'll learn that being calm gets her to where she wants to go instead of pulling and barking.
Yep that's not working for us !
Shelby it's fear, because one she gets up to the person she stops barking, I have done the treat with her with the neighbors also, but the episodes will repeat again!

I am at a loss what else to do.

Vet suggested herbal calming tabs, but I hesistate doing that.
