There are no two sides to this story. If your dog is illegally off -leash; AND your dog is chasing strangers down the street; AND you have no recall whatsoever - your dog should NOT be off leash. Period. Big or small - doesn't matter.

Why is it some people just can't get that?

When your dog is charging at me 100 miles an hour; I can't wait around to see if it's friendly. I've got to pick up my 5 lb dog - JUST IN CASE. Snap judgements are going to be made for safety sake.

It's ridiculous how often it happens.
