There were times when I thought Max would never learn!Just keep at it,believe me,I know,sometimes you feel like you got the one dog that just can not be trained,I was ready to snap!But then all of a sudden he started going on the pads all the time,now,he never misses,he is perfect when it comes to potty on the pad,now,I just have to work on him chewing everything he see's up!Don't give up,it's frustrating I know,but,he will learn!As far as chewing the wee wee pads up,I bought a wee wee pad holder from Petco,it snaps down and holds the wee wee pad,he still chewed it up,but,then I got a piece of wire mesh from Home Depot,I put that over the wee wee pad and clamp the holder down over the mesh and the pad,now he can't chew it up,problem solved!Be patient and persistent,I know it's nerve racking,but,he will get their,it took make almost a year before Max finally caught on!
