Does your pup have free roam of your apt? If he does, that is one thing you need to change. You can confine them in an exercise pen, or gate off one small area of the apt, like a bathroom. Let him have his stuff in that one area and only allow him out until you can watch him like a hawk, so you can correct any mistake he is about to make. Other than a bottle to weigh down the pad, have you tried a tray to hold it steady? I have one I bought at PetSmart. People might disagree with this, but I would give him just one potty area instead of providing one pad per room. That might be confusing for him. I keep my little man's pad in the bathroom. He's almost 3 and will scratch at the door to let us know he needs to go in. If we're not using he bathroom and the door is open, he walks right in there to do his business. We very rarely have accidents. The only accidents we have is when someone is hogging the bathroom and he couldn't hold it anymore. Very rarely does that happen.

It is possible, but you really have to pick one method, and stick to it.
