The vet needs a look at what is going on to be able to decide if and when anesthesia can be used (and which types).
The liver and kidneys can be assessed along with electrolyes, blood cells, etc. For instance, if there is a concern over the kidneys, more testing would probably be done before doing a dental. And if platelets are low, it's important to figure out why so it can be fixed and extractions would be safer, etc., etc., etc.
