What is the best product to use to get out knots and mats?

The vet had to shave Noahs neck for his IV. Where his bandages were, it rubbed the hair around his neck and has caused lots of little knots and mats. Some of them are very close to the skin and I can't even get a comb under them, and even when I try to gently comb him, he acts like I am hurting him.
This isn't his silky hair either, it's that fluffy, puffy, adorable puppy fur.

Help!
