How long have you been trying? I agree with Kathy, it's like starting all over when you change their normal routine. He's still going to need the potty pads for a while until he transitions. This might sound silly, but do you ever ask him if he needs to potty? I do that with Kaji. If he needs to go he'll run to the door, spins and whines until I get there. I still give him the pee pee command once outside. If he doesn't, he just looks at me like I'm crazy. Since younger starting over, time to treat him when he pottier outside only. Make it something super special.
