It's a XXS, so it was made for up to a 10" Chest. The dress opened up is 13" but will fit up to 11.75" chest. On a 12", the velcro barely touches. W/the velcro closed all the way, it will fit up to a 9" Chest fur baby. The length of the tip of the leaf is 8" & to the end of the tulle is 10" | Darn its too small  I love it!!
