Default Regressing with Potty Training

Help!

Olivia is 10 months (today!!) and she has forgotten all of her potty training skills! Just when I thought she had it- she lost it all! She does pretty well in the kitchen, and I even went from two pads to one- no messes on the floor and she even goes to the pad to potty on her own. In the living room, it's a whole other story. I would normally change her potty pads in there today, but there is no need to because there is no pee on them- at all! She seems to hit one pad when she has to go poop, but it's like the other two pads don't even exist. Since I've noticed the problem, I have started giving her treats every time she uses the pad, when she misses I yell at her (if I catch her in the act) and then place her on the potty pad and make her stand there for a couple of seconds. It doesn't seem like my efforts are getting anywhere. My bf got home early from work last week and let Olivia out. He put her right on the pad and she didn't have to go. I said it's okay she might have to run off some excitement for a minute before she goes (I meant in the kitchen). He didn't know the door in the hallway was open and she ran into the living room and peed on a piece of furniture! (She has NEVER done this before!)

She's also not going on the pad at my mom's house. I don't know if this whole problem is from when my mom watched Olivia over Thanksgiving. She has a bigger house and didn't block off any rooms. My mom didn't ignore her, but didn't pay as close attention to her as I do. I've started confining her to only the kitchen at my moms, but she just goes right next to the pad instead of on it! I know yorkies are slow to potty train, but it seems like she almost had it and now we're almost back at square one. How do I get my furbaby back on track?!

I've debated on the underwear things to help with this problem. Will this help teach her anything or just eliminate messes?
