Im my opinion, She has neglected the momma and the babies. I will give her nothing. She can fight me in cout...but, since the city has just fined her for having too many animals, I doubt she will!
As far as spaying and neutering, I really cant until they are 7 months old, however, I am going to give free (previously paid) vouchers for spay/neuter from my vet. Im also going to have a spay/neuter contract. Dont know what else I can do at this point. Ive scheduled the momma for her spay already.
