My German Shepherd does that very same thing, I had to go to the German Shpherd forums to find out that it was just submissive behavior as well. When I first got her about 9 months ago, mind you she is full grown, when I approached her she would immediatly lower her head and drop down almost to a crawling position. I thought maybe she had been abused or something but that was not the case. As she has gotten to know me, she no longer goes down to the crawl position, but if I call her she will come to me with her head lowered, in a slow walk to see what I want. When I am done with her and say ok..you can go...she transforms into this excited ball of energy running jumping and playing.

I had to get use to that.
