Submissive means that the dog is not going to fight you or be aggressive. Anther thing they do is to roll over on their backs. It is a sign of trust.
My yorkie is more on the anxious side. She will sit right up next to me on the couch or lay down, but as soon as I reach to pet her she jumps off the couch. She will let me pet her only on her terms. I know she is fine with it because sometimes her reaction is to jump on me and start licking my face.
