Nope, at 5 months she is still very much so a puppy. Sounds pretty normal and some like to play more than others.

I dogsit a 6 month old puppy who does the same thing to Jackson. Jackson LOVES to play but after a while, he does get tired of the puppy antics. I think it's also in part that she does not live with another dog so going to see one is still "OMG exciting!" Jackson grew up with older dogs in our houses (my moms dog, and my dads) so I think he learned when enough was enough faster.

I would give Lucy a few moments to calm down during the day, maybe give her a stuffed Kong (I put plain yogurt and a few treats in it and then freeze it). Jackson always enjoys those. Also, bully sticks and other chews, etc, could keep her busy. If she won't sit and chew those with the other dog out, maybe try an expen or a crate? Somewhere where she has a place to chill and be kept busy but Liz gets a little break!
