If you are not going to neuter him, belly bands are your only recourse. Also, scolding him after the fact is not effective. If you catch him in the act, then yes, say something to get him to stop. Even if he can smell his urine, you might still confuse your message. He might understand that urinating in general is a no no, and will begin to do so when you are not around. The way I got my dog to completely stop is neuter followed by me watching him closely when he had free roam of the house. He did wear belly bands in the beginning, but I also literally walked behind him to catch him in the act. When he did I clapped to distract him from what he was doing and just said "no" once in a firm non yelling voice. I also praised him immensely for peeing and marking outside. I didn't want him to think that the act of peeing was bad. I wanted him to know where he was peeing was not ok. I only had a marking problem for a month or two.
