Maybe start completely over and confine him to one room, just like you would with a puppy. Put a two litter bottle of water in the middle of a peepad for him to lift his leg on (bc he's older). Take him out for walks after meals, playtime, and naps, reward him with treats and praise. Walk him until he does his 'business'.
